The Runnymede Trust wrote a chapter for a TUC guide on the Localism Act. We argued that local decision making leads to more risk than opportunity for ethnic minorities. The document is intended primarily as a guide for union activists and community organisers, but also provides useful information on the Localism Act for charities, local government and others.
