This report by Sarah Isal (2006) sets out to inform policymakers of the problems identified with how anti-social behaviour policy is currently being implemented.
To do this, the report sets out to pinpoint the gaps in knowledge which relate to:

1. The possible value and usefulness of ASBOs in tackling racial harassment
2. Their potential or actual negative impacts on Black and minority ethnic groups.
