Is it really all about gangs?

Following David Cameron’s announcement of a new drive to tackle gangs following the UK riots, Runnymede head of policy Omar Khan urges caution on the use of the term in understanding causes of the disturbances.
Whilst acknowledging the anecdotal evidence that criminal gangs may have been involved in some of the riots, Runnymede also fears that over-use of the term could obscure understanding the real causes of these disturbances.
